The House of Representatives on Monday convened an Emergency Sitting presided over by the Speaker, Rt. Hon. Abbas Tajudeen, PhD, GCON, to consider critical legislative business aimed at ensuring the effective implementation of the 2025 Appropriation Act and strengthening parliamentary administration.
At the sitting, a Bill for an Act to Amend the Appropriation (Repeal and Enactment) Act, 2025, to extend the implementation of the capital component of the 2025 Budget from June 30, 2026 to September 30, 2026, was read for the First Time and subsequently presented for Second Reading. Members deliberated on the need to provide additional time for the execution and completion of ongoing capital projects captured in the budget.
Following its consideration by the House Committee of Supply, the Bill was passed at Third Reading, paving the way for the extension of the implementation period of the capital component of the 2025 Appropriation Act to September 30, 2026.
In a related development aimed at strengthening parliamentary administration and legislative oversight, Speaker Abbas announced minor changes to the leadership of select Standing Committees following the reconstitution of the Minority Caucus leadership last week. Former Principal Officers, Rep. Aliyu Sani Madaki (APC, Kano) and Rep. Ali Isa J.C. (APC, Gombe), were appointed Chairmen of the House Committees on Special Duties and Shipping Services respectively, replacing Rep. Fred Agbedi (PDP, Bayelsa) and Rep. Abdussamad Dasuki (ADC, Sokoto).
The minor reshuffle also saw Rep. Paschal Agbodike (APGA, Anambra) redeployed from the House Committee on Hydrological Services/HYPADEC to chair the House Committee on Small and Medium Enterprises (SMEs), previously chaired by Rep. Mansur Manu Soro (APM, Bauchi), who now serves as House Minority Whip. Rep. Kelechi Nwogu was subsequently named Chairman of the House Committee on Hydrological Services/HYPADEC.
The House also received a letter from Rep. Abubakar Mohammed Ahmed (Katsina State) notifying the House of his defection from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP).
The House thereafter adjourned to Tuesday, July 7, 2026, for the commencement of the Fourth and final Legislative Session of the 10th Assembly.
The proceedings reaffirm the House’s commitment to sustaining budget implementation, strengthening legislative oversight, and ensuring the effective discharge of its constitutional responsibilities.
