#PlenaryHighlights: Wednesday, December 3, 2025
The House at its plenary on Wednesday, December 3, 2025, passed ten strategic bills advancing Healthcare, Education, Agriculture, National Honours Reform, and Child Online Protection.
The bills, presented by the House Leader, Rt. Hon. Julius Ihonvbere, CON, span five key reform areas as follows:
1. Child Protection and Digital Safety
(i) A Bill for an Act to Provide for the Enactment of Child Online Access Protection Bill and Other Issues of Online Violence Against the Nigerian Child and for Related Matters (HB. 244)
2. National Honours and Institutional Reform
(i) A Bill for an Act to Enact the Nigerian National Honours and Merit Award Commission to, among other things, Provide for Establishment of a Commission to Regulate Matters Related to National Honours and Merit Award in Nigeria and for Related Matters (HB.05)
3. Healthcare Development and Medical Infrastructure
(i) A Bill for an Act to Establish Federal College of Nursing and Midwifery, Zaria, Kaduna State (HB. 2115)
(ii) A Bill for an Act to Provide for Establishment of Federal Medical Centre, Kumo, Gombe State (HB.2177)
(iii) A Bill for an Act to Provide for Establishment of Federal Medical Centre, Oleh, Delta State (SB. 197)
4. Agricultural Advancement and Research Capacity
(i) A Bill for an Act to Provide for Establishment of Federal College of Agriculture, Zaria, Kaduna State (HB. 2116)
(ii) A Bill for an Act to Provide for Establishment of Federal College of Veterinary and Animal Sciences, Zaria, Kaduna State (HB.2117)
5. Access to Technical and Tertiary Education
(i) A Bill for an Act to Establish Petroleum Training Institute Ibeno, Akwa Ibom State (HB.362)
(ii) A Bill for an Act to Amend the Federal Polytechnics Act to Review the Functions of the Polytechnics (HB.2114)
(iii) A Bill for an Act to Provide for Establishment of Federal University of Technology, Yaba, Lagos State (HB.1910)
Status: All 10 Bills were read for the Third time and passed by the House. They are to be sent to the Senate for concurrence.
