Abuja, FCT | Wednesday, November 12, 2025 – The House of Representatives has released the Order Paper for today’s plenary sitting, in continuation of the Third Session of the 10th Assembly. The document outlines a comprehensive legislative agenda that reinforces the House’s commitment to national development, institutional reforms, and fiscal accountability.

Commencement of Legislative Business

Today’s plenary begins with messages, petitions, and matters of urgent public importance, before the formal presentation of bills and reports.

Bills for First Reading

A total of 30 bills are scheduled for first reading, reflecting a broad reform agenda across constitutional, institutional, and sectoral lines.

Committee Reports

Ten key committee reports will be presented for consideration. Highlights include the report on Child Online Access Protection Bill, designed to safeguard minors from online harm.

Bills for Second Reading

Several major bills will proceed to second reading. These include proposals to establish National Eye Centres, amend the Federal Medical Centres Act to create new facilities, and alter the Constitution to create additional Local Government Areas.

Other include the Electricity Act (Amendment) Bill, providing a framework for nuclear energy development; a bill to establish the Economic and Financial Crimes Commission Institute for training and policy research.

Motions

Motions before the House address pressing issues of national interest. Key matters include the need to curb revenue leakages in bonded terminal operations; the establishment of a Special Agricultural Processing and Export Zone in Kebbi State; engagement of inmates in farming to improve correctional nutrition and rehabilitation; the collapse of local rice farming and milling; and the non-remittance of Nigeria Liquefied Natural Gas equity dividends.

The House will also debate a motion on oil and gas companies’ failure to release 3% of their annual operating expenditures to host communities, as required by the Petroleum Industry Act, 2021.

Reports for Consideration

The House will consider reports on the ₦1.15 trillion borrowing plan; the repeal and re-enactment of the National Honours and Merit Award laws; and the creation of several educational and healthcare institutions.
