Abuja, FCT | Thursday, October 23, 2025 – The House of Representatives is pleased to announce the release of the Order Paper for today’s legislative sitting, reflecting a robust and diverse agenda that underscores the 10th House’s commitment to responsive, reform-driven, and people-centred lawmaking.

Today’s plenary will open with regular proceedings, including prayers, petitions, and matters of urgent public importance, before the House proceeds to consider legislative business across multiple sectors.

Presentation of Bills

A total of 23 bills are scheduled for First Reading, addressing critical areas such as health, education, agriculture, technology, labour reform, environmental safety, and institutional accountability.

Highlights include the Inclusive Green Jobs (Implementation) Bill, Office of Surgeon-General Bill, Free Maternal and Child Health Care Bill, National Health Trust Fund Bill, Corporate Manslaughter Bill, and the Nigerian Artificial Intelligence Bill.

Presentation of Reports

Five reports will be laid by the Committee on Agricultural Colleges and Institutions, led by Hon. Abiodun Isiaq Akinlade.

These reports include bills proposing the establishment of new agricultural and vocational institutions in Borno, Oyo, Cross River, Ondo, and Bayelsa States, reflecting the House’s sustained investment in strengthening Nigeria’s food security and technical education ecosystem.

Bills for Second Reading

Nine key bills scheduled for Second Reading include the Nigeria Consumer Credit Corporation Bill to expand access to regulated consumer financing, the Constitution Alteration Bill recognising Military Courts as Superior Courts of Record, and the Occupational Health and Safety Bill to enhance workplace safety standards.

Other bills include proposals to amend the EFCC Act and to create new educational and health institutions across the federation.

Motions

Among the motions to be considered are:

1. Recommittal of Three Outstanding Bills from the Preceding Assembly – Rep. Francis Waive

2. Discharge of Committees on Referrals – streamlining pending legislative matters to enhance efficiency

3. Need for the NDDC to Remobilise and Complete the Abandoned Obehie–Akwete–Azumini Road Project in Abia State – Rep. Chris Nkwonta

4. Need to Address the Spread of Buruli Ulcer Disease in Benue State – Rep. Terseer Ugbor

5. Need to Regulate Arbitrary Rent Increase and Protect Tenants from Exploitation – Rep. Bassey Akiba

Consideration of Reports

The House will consider two major reports, including the Nigerian Institute of Transport Technology Bill and the Agricultural Research Council (Amendment) Bill, which proposes the establishment of the National Institute of Agricultural Research and Entrepreneurship, Owode Yewa, Ogun State.

Committee Meetings

The Committees on Rules and Business and Public Petitions will convene by 3:00 p.m. to address scheduled matters and investigative hearings.
